Always visible toolbar in description field

When you want to edit a description and doubleclick a word to edit, it all moves down because the toolbar shows, which makes you loose cursor position.
The way toolbar was before was better. Is there any special reason to hide it?
Also the slider for bigger textbox was handy, now its harder to enlarge the box for extensive writing.

We hid the toolbar to make it easier interface.
But the downward shift is really annoying, as they used to do until we come up with a better solution.

Regarding the lower element, too, will return until the size of the height to fit content.

Maybe autoshow toolbar only when you are editing (when box has text inside). If box is empty then hide toolbar.
