Unable to "reply" , "edit "or use the "more..." using the corresponding tab if language = French

It woks if i switch in English , but in French the  3 buttons don't do anything

- Test NOT OK on IE8 ( OS = Windows 7 and XP Sp3)  and Firefox
Same result for both : POPIN doesn't show up
