Enable only comment but no new topics

Is it possible to configure a forum so users can only post comment on a topic but can't post topics themselves?  I would like to create a forum in which we ask our customers for their opinion about certain features.

How would you rate the customer service you received?

You can create a new forum, and set moderation mode for new topics to Full premoderation.
Also type some note for users, to prevent they do not create new topics.

Another solution is to disable all topic types, and leave only News type for this forum. So you will be able to post topics with this type, user will able only to comment on topics.
