Wow! That was fast. I'd still like to be able to edit the instructions, though. Is there a place for that?

In the feedback form (the box labeled "submit a new feedback) there are instructions in the first text box ("Short description of Your feedback") and in the larger box ("Detailed description if applicable") but these instructions only appear when the person leaving feedback is signed in. If the person is leaving feedback anonymously, the instructions do not appear. How do I make the instructions appear? And can I customize them?

You can open dashboard customisation section in settings, and add additional directions for the search module. Move mouse cursor over it, click setup and enter it in the search description box.
