I have a feature request and issue tracking system where I'd like to use the votes as a way to prioritize items so that I can keep track of what's most important. I want people's individual votes to help with this process, but I also want to manually be able to prioritize something however high I want it to be. Therefore, if there's already an item with a couple of votes, and I want something else to show up as a higher priority, I'd like (as the admin) to be able to vote for it more than once.
I have a similar case, I would like to, as an admin, be able to add any number of votes to different topics. This is because we, the county I work for, currently have a different system that we use that we hope to replace. Our current system allows admins to add votes manually so that people can submit their votes by paper, sms, or email. This makes it easy to engage with people about ideas in different ways other then on the site itself.
