Impossible to add new entries if there are many tags

In the feedback entry dialog:
if there are 20 or more tags, they occupy all the space and the "Add feedback" button becomes invisible below the screen.
Adding feedback is possible in this case only via using browser zooming.

Now if leave feedback window not fit in screen by height, vertical scroll will be added and it's possible to scroll it with mouse wheel.
