Is this "old" feature completed?
I can't find where is the action for an admin to send a private message to a user.
That would be very useful indeed, especially directly from the user profil from this user (e.g. next to other existing actions like "Block user" and "Delete account"...)

Yes, we've finished the feature but still think this is not useful for most project and even may cause some spam issues between users. So, we do not enable it by default. We've enabled it for your project. Now you will see "Send a message" button in users' mini-profiles.

2) Oh you mean that enabling this private message function (for the admin to discuss with a user in private), imply this is in fact enabled for any user (and not only admins)?

1. No, we do enable it by request only.
2. Yes, it does work as a mailbox. each user may send messages to other users. That's why we do not suggest to use this option. If the support agent would like to discuss some qquestion with some user it is better to create a ticket from the agent interface. You can create the ticket on behalf of yourself, then add users you need to discuss with. Or, you can create the ticket on behalf of specific user.
