How do I assign users to a private forum?

Hi there,
We're doing internal tests and would like the ability to assign users (not moderators or staff members) the ability to access a private forum. At the moment I'm unable to find an option to invite users, and user accounts without admin rights are shown the "this forum is private" page. Is there a way users can submit requests or an option to invite end users to a forum?
