Bug Report: Display Wrong, Function Right

When I go to Forum "Blog" settings, "Anonymous comments" is unchecked. I definitely want anonymous people to comment on blog posts. But everytime I check to allow, it unchecks after reload.

However, I can see in a private window that anonymous users can still comment. What's the problem here? Is it my browser? A bug?
