Is there a way that only private feedback is allowed?

Yes, this is possible.
Disable all topic types except News in the General forum. Then you will be able to leave News in the General forum. Other users will be able to leave private topics only.
Also you are able setup widget on your website for the private forum only. And add regular button for private topics in your community.

 I disabled all the topic types but news and I can still see other peoples feedback when clicking on the widget. What else would need to be set so no one else can see the feedback?

You should do the next step:
1. Change forum id in your widget code to 35177
2. Set description for your forum, facebook and Twitter modules here https://kickbackpoints.userecho.com/settings/custo...
3. Add some Knowledge Base articles (FAQ) for your clients here http://kickbackpoints.userecho.com/forum/35176-knowledge-base/
