Trouble with popup localization

Good evening. I have a trouble with translation of that popup. He in russian, no matter what language a set in 'lang' parameter. I see it can be customized in that window. But it has not english to choose in drop down list. What i doing wrong?

We checked you issue and see that your current default language for project is english. That means your main (key sentences) must be in english.
Follow this steps to fix issue.
1st) Click on any module on dashboard and choose edit. Then put english translation. (At this moment you has russian sentences)
2nd) Use translation action and put translations for russian language.
First try to to it yourself and then.
