I would like to use this platform as support and Beta platform and I need some general instructions on how to report issues and bugs and also some release notes and news.. seems like it does not work here the way work UserVoice for example.

and place user instructions in it. Feel free to experiment.
Or move mouse cursor over already existing text block on your dashboard and and click edit action.

Thanks, will play with it.. not sure if it is what we need as the instructions will be long and also not sure how to implement "Known issues" and "Release notes" there.. but thanks for the info

Also it's possible to use tags.

Some advanced case is:
Place additional topic-list on dashboard and set filter for it. For example to display topics only with tag "Starred" then you can add "Starred" tag on any topic and it will appear on the dashboard.
Also you can disable voter on the selected topic so it will appear like blog post.
