Hello,
Would you like to do not send email to a user when he is registered? This email has a link to setup a password and confirm his email. We send it to all new users registered through email/name and cannot disable it.

with our help desk currently, we are not making any user registrations for now, as later will implement SSO. So do not want to promote UE registrations with email.

Please see if something can happen for this case.

We see, that new user registrations, disabled for your community.
Give us screenshot or text of the email. We need to know exactly about which email you talking.
