Removing user from private forum then adding back

 We added a user to a private forum, then removed that user from the forum, then added back the user.  However, when we do this the user does not get notified that they have been added back as they receive no email.  Is this a bug? or should they not get an email just like a new user?  I would have thought they would be sent an email like a new user, so I have sent this in as a bug.  I hope my postings are not giving you too much of a headache :-)
