Scrolling freezes on IE 10 mobile

Testing on IE 10 mobile (phone). Scrolling is not responding every time.

It works when:
- Scroll down > release > scroll down
- Scroll up > release > scroll up

It does not respond when:
- Scroll down > release > scroll up
- Scroll up > release > scroll down

Can also reproduce on emulator.

Topic detail pages scroll fine, topic list pages have the issue.

Working ok only if IE is set to "mobile version". On "Desktop version" its all frozen (no scrolling).

On IE go to ... > settings > website preference

We have applied patch to "Desktop version"
