Harmonize vote count tooltips

Currently in a topic page, when you hover the vote button your read a tooltip:

+1 this topic

But when you hover the buttons to vote for a particular reply in that topic, you read:

upvote (and downvote for the second button)

Since users could be puzzled by several buttons to vote, I suggest the above tooltips to vote for a particular reply could be reformulated into:

upvote for this reply (downvote for this reply)

BTW, it could be also more user-friendly to harmonize the texts:
- either "+1 for this topic" and "+1 for this reply"
- or "upvote for that topic" and "upvote for this reply"
