I'd like to assign an idea to another user. Am I able to do that now?

It's not possible to direct change of idea/suggestion owner.

But you can do following steps to achieve similar result.
1) New owner must create the same idea.
2) Then you open curent idea and choose merge action.
3) Now find out new idea from new owner and merge it together.
