Is there a way to keep user comments in forum in moderation until they confirm their email address?

My problem is that there are people who register fake accounts in order to post comments on my forum. These are not bots, but deliberate people, who don't want to use their real email addresses. I'd like to keep such comments invisible to the rest of the people (and don't send out email notifications regarding these replies) unless the commenters have confirmed their email addresses. Is this possible at all?
