Forum option so Votes require Comments

It would be handy to have an option to force users to put a comment if they cast a vote.
This could be forum based, so you could have one forum where its forced so users have to provide their reasoning. Whilst turned off on another forum as its a more flexible forum where general opinion is good enough without reasoning.

1-st variant:
User will press vote up or down. 
After that appear popup with text provide proof comment for your choice. And it will be posted as comment.
