Edit/delete of user-comments should be emailed

It seems like when a user edits or deletes comments, this is not emailed as an update. This means that the information in the emails does not reflect the actual information in the forums.


Please, consider either:

* Wait for a short while with sending the email, to accumulate all changes by the user in one email. Not sure how long, but something like a few minutes.

* Or send an email for every user operation that affects the forums.

Main idea that all actions like create/edit/delete must be logged to changes log. And admins should receive notification emails about any activity.

1) Admins should have ability to choose which type of notification to receive. 1 event to 1 email notification or Accumulated notifications for hour,day,week etc.

This is at idea stage now, final solution may vary.
