Make mobile UI default to Windows Phone

Currently the new mobile UI only loads if IE setting shows "mobile version".


But reality is that most users switch this setting to "desktop version", so userecho will run in full website being un-usable. The experience of Userecho full website in Windows Phone is terrible, it's worth the effort of overriding to mobile UI.


The user agent is: (note the "Touch" indicator)
