Make the difference between forums much more distinct

We now have about 8 forums. One for each product. In more than 50% (!) of the tickets the user has posted in the complete wrong forum.
I don't know how to solve this but the data suggests that it is not clear enough for the users. Maybe there shouldn't be a default forum but they need to be forced to choose a forum first?

Hello,
Actually each forum has own form (own fields) for a topic. So if we will implement the forum selector we have to add one more "window" to select forum first. Then get forum's fields and show second (current) window.
So it will be one more step to add topic. Most users know where they post and do not need this additional step.

@sergey this is indeed what I'm looking for. But they 'misused' the system a bit by creating a 'Welcome' forum. For me that's fine too. I just tried adding one but I get that I'm at the maximum? Which is strange because I don't believe there was a limit on them?
