pre-moderation setting does not hide feedback from users before approval

we set up our forum for pre-moderation.  however, when users enter feedback, it is immediately available in the widget and website before approval.

If user have admin rights his feedback pass without pre-moderation.
User who leaves new feedback also see it with awaiting pre-moderation label.
Other users can't.

To activate moderation settings you must have at least Base service plan.

At this moment anonymous feedback on moderation visible to admins and users who have the same ip address as anonymous feedback author.
