Is it possible to make some announcements (New releases, install instructions, common questions, etc) to be always visible at the top (like sticky mails on mailing lists).

You have one way to do it. 1. Put on Dashboard TopicList with no header and no bottom. Set filter by tag "IMPORTANT" (for example). 2. Mark topics with tag "IMPORTANT" to see them in this TopicList.
I have tested your suggestion above and there is only one issue.
When posting a new sticky post, it will also be posted in the 'Latest Updates' section which shows 'all topics' as you can see in my image.

Unfortunately I have no idea ho to do it. Logically it should be in "Last updates" if it is new topic. But I see that will be better if will have no double topic on one page.

We are planning add something like dashboard it's will be default page for users it's will contains top 5 popular, top 5 new, top 5 growing feedback and will show active contributors
