How do I block an abusive poster?

Is there a way to block or grant view-only access to specific users?

Or, if lacking that basic feature, a way to lock topics so that they can not be commented on?

I'm using the free version of UserEcho. -Thanks

If you block user, it's very easy to create new account, and we think this not help you.
