Add "News" tab / functionality

Please, add "News" (or "Blog"?) tab in addition to Ideas/Questions/Bugs/Thanks

In this tab moderators will post company news. By default, the will be sorted "by newest", but people will still be able to vote/comment, and use all available types of sorting to navigate through the news.

Having such a functionality will allow to put all customer communications in one place, which would be very convenient both for end-users and support personal / moderators.

We already using something like this to provide our blog
http://blog.userecho.com but it's internal feature now
also we have separated template for it
but your idea looks good and we probably add it after some discussion

It's will be optional feature and will be activated in project settings

Now "News" is just one of topic type. You can create this topic type if you need it and do not allow to post by users.

The "Tabs" view is available in the "TopicList" module but not selected by default.

Actually a lot have been changed since this request. We do not use tabs by default and do not add News by default. But you still able to use them if you need.
