User cannot be administrator

I have Gooogle Apps and invited danny@domain.net to be a staff member. This domain is using Google Apps for Work. When he clicks confirmation to be staff from the UserEcho e-mail, it just brings him to the page but he cannot edit anything. Staff list still says "Invitation sent" but it doesn't understand that Danny already confirmed the adminship, UE still can't detect the clicked link
