Would like to be able to Change an item, which is initially marked as an "Idea", to either a "Bug", a "Thanks", or another user-defined classification when managing the item through either the front/back end. Similar to the current functionality where I can change the Status, Category, or Tag.

Just in case if you do not know you can change the topic type by edit the topic.
Essentially I just want to be able to change the "Topic Type" within the Community Forum
Based on your answer I cant see how to do that other then deleteing the original and creating a replacement one with a different Topic Type.

No, you do not need to delete it. You can click "Edit" (from eighter agent or front-end interface), then change topic type and Save.
