At this moment no, we have many types of notifications, can you give us example what type of notification you want to manage via API.
Like: Subscribe/Unsubscribe user to all forum notifications.

actually we need to subscribe and unsubscribe special forums
because we have maked a mistake by the "auto subscribe new members" setting ;-)

I would like the ability to modify notification settings for all users or a group of users. Currently, I have to go into each individual profile. I'd like to see this added as functionality not requiring the API.
